seriously tho - cleaned the originals up by hand, alienskin blowup to final size - they dont look that great up close, but at distance they're just fine - especially since some of them (eva and erika) were only 500pxls high to begin with

For insane upscaling, try EEDI3 (with NNEDI2 for backend), combined with a bunch of AddGrain or GrainFactory to add fake "detail" to the final upscaled version.

neural net based ones? sounds fun :) can only find info on video based stuff tho, would need to pour it thro avisynth or something - genuine fractal is about the best I've used but it compatibility is terrible, blow up seems to hit a good balance between actually working (and flexibility) and results - either way, cleaning the original well seems to make the biggest difference.

It's pretty easy to pour it into Avisynth with ImageSource. You can then use Virtualdub to snapshot an output image.

NNEDI2 is neutral-net based and is very powerful, but tends to perform suboptimally on edges compared to edge-directed interpolators. EEDI3 just combines the two, adapting edges based on predicted direction and using NNEDI2 for everything else.

It's slow as hell, but for one image it's hardly much time.
