It is a visible damage increase but it is kinda hard to use them, at least the debuff version. Flan has the tier 2 defense debuff but it is single target and breaking the enemy still removes all debuffs. Easier to use Remi's party wide buffs. I think things will get interesting once there are more characters with tier 2 buffs and you can get to super high ranks with them.

They are all saved unencrypted but you have to unlock the character/background first. You can find the files in your data directory on your device. I used adb to pull the files from my phone/emulator to my pc in the past

I didn't have anything particularly ready so I pulled something from the GL news site to test it. Upload works fine. It seems all uploads automatically add tagme.
The only other thing I notice is it seems namespaces (or types as I think this engine calls it) don't seem to work. character:junko turns that tag into 'character:junko' instead of 'junko' with different coloration.

Remi card has barrier +2 for the whole party which could be nice in some set-ups but no one really want the missile + fire boost. The Yukari card also has +2 barriers for everyone. Flan card has Fluid and Water damage increases which some other characters actually use as well, like Beach Yukari. It's a higher damage increase than her own card but without the +2 barriers.

They really can't see redeeming value if you have to use someone in a way that isn't compatible with the unga bunga 1-3 characters loadout since they want every used slot to be optimized. Why limit themselves so much when the game has like 200 units and many of them are similar to the top tiers? Why is E1 flan an ex tier while other competitive star nukers that do more than her arent?
