Personally for me Touhou is 80% about the music and 20% everything else.
Touhou is just a shmup, there is nothing impressive about it, i don't like shmups, the game lore isn't great and doesn't make sense at times and ZUN's wacky art isn't that great either, it's only the fanart that is cute, the only thing that remains is the music which is (again this is my personal opinion) the really impressive part about Touhou.

Also stop using Cirno, she is just a bait character used to introduce newfags to Touhou, there are much better 2hus than her.

For me Touhou was primarily about the games in the beginning, I never could get into the music, but as I've grown older it's become about it's history and those people surrounding its history, and the cute girls. No matter how far I go there's always something new for me to find, some insight, some work, something, like me appreciating a character I'd never paid attention to after playing a game/reading wiki/reading a doujin/seeing a post from someone that paint her in a whole new light and makes me feel as though I've gained some once unknown to me perspective which then tends to cascade into reconsiderations of other things both Touhou and non Touhou related. Learning to appreciate Parsee was like a religious experience for me wherein I genuinely tried to build on some philosophy to better understand jealousy and to strangely learn at the end that no matter where I am or how I feel I still am, and am I will be till I no longer am.

Touhou is this place where I feel like all of these mental connections can be made. It feels so much easier to open up to something with Touhou. To let certain ideas be introduced to me that I would never have considered outside of Touhou. I could never dislike a 2hu, and due to this am always willing to try to appreciate her even if it means confronting myself.

Touhou has become this safe thing, something pure that I can confess all that I am too without fear, and something that I want to love back so I try to grow to be that person that can love all 2hus.

So I'm here for the culture now, but also for the extremely cute girls.

It was an indie game series before they really were a thing, the gameplay attracts people into challenges, the music is good and you can spend years digging through all the fan music arrangements.
There is a lot of secondary content, be it official mangas which are mostly laid back and have quite a bit of stuff regarding Japanese myth and history woven into them, fan games which you could loss countless hours into, or hentai if you like that.
Though if you're wondering why it got to this point I have 2 answers; one schizo and the other reasonable. The reasonable answer is that a snowball effect happened where touhou was cool and it was cool to make art of touhou even if you didn't like touhou, so you would gain popularity. The schizo answer is that the games are a form of meditation that dislodges your mental weakness and super charges your awareness of self, causing artist, autists, jocks, and perverts to have their naturel ambitions take hold of them. Which in turn lead them to create more fan content, starting the previously mentioned snowball effect..

Touhou is a game, and while I like the game, 99% of people is interested in Touhou because of the girls, fanarts/fanworks and music. There's endless quality content about Touhou, it's amazing. Videogames, orchestra arrangements, mangas/doujins, figures...
