Well for a start she's described in pretty much every instance as a specialist in incident resolution, a job she's not fond of but does out of a sense of duty. Others just do it for their own hobby and interests, Reimu is the only one who actually has it as one of her duties, hell it's listed in a number of sources.

I suppose if you want to be pissy about it, technically she'll have to deal with anything dangerous coming from outside the border as it causes a incident that may threaten Gensokyo, otherwise it's not really her problem unless it threatens the border or Gensokyo's existence.

Reimu's main stick is looking after the shrine, resolving incidents that threaten Gensokyo and making sure the Great Boundary is ok, something which she shares with Yukari's lot.

If some dangerous youkai comes through the border, or some alien pays a visit, Reimu is only going to get off her ass if they've done something to threaten the balance or harm the border. People seem to visit all the time from the heavens, the moon and underground, but shit doesn't happen unless they do something dangerous.

I'd say Reimu is only going to get off her ass if it's something she personally finds disgusting, regardless if it harms the balance or not. For example, I consider Eirin's plot during IN to be helpful towards Gensokyo's stability (rather than destructive); after hearing the reasons for it at Eientei, Reimu was still against the plot just because she didn't aesthetically liked an off-coloured moon.

Reimu doesn't even seem to have much power over the Great Boundary beyond being tied to it through blood. Whenever a problem arises with it, she has to bug Yukari about it. Yukari is even more lazy then Reimu is so Ran is the only one who actively patrols the damn thing. Reimu just has to live in her shrine and fix problems people bitch at her about.

Imperishable Night wouldn't have even been a problem if the aliens didn't go fucking up the moon for everyone else and causing a panic. It's not surprising youkai are going to get upset if a source of their power is messed with, even if you claim it's only for one night.

That's just Reimu, it's not like I'm defending her honour, she's as bad as any other character and can be very petty about things, especially if she's been up all night dealing with a complaint from the youkai faction.

The point is more explaining Reimu's duty and that is more or less comes down to fixing large scale problems. Sometimes there isn't really a problem and Reimu is forced into action because one of the factions think there is a problem, other times she'll do things for herself. But it's wrong to say she isn't some kind of peace keeper by duty, while it isn't exactly her job to make sure everyone gets along, it is her job to stop any chaos from getting out of hand to the point it may damage the balance.

As for the original thread, I'd say I prefer the style of Windows Reimu, but frankly the difference between PC98 Reimu and Windows Reimu is mostly cosmetic, she was a little more upbeat back then but mostly the same due to ZUN's mentality for all the characters in the series. Oh, and she couldn't fly back then. Otherwise she still beat on youkai because they are youkai and wandered around beating likely suspects until the problem is solved.

Most Touhous have horrible personalities, I don't particularly see anything special about Reimu. If anything, she's a lot more grounded than the rest of the wacky shenanigan-pulling crowd. Very few Touhous are down-to-earth, and Anon seems to dislike those that are - like Patchy, for example.

Yuka's dialogue in PoFV was pretty well grounded and helps add credit to Akyu's profile of her, most of the polite comments coming from actual residents and not just some rumours she made up herself.

Yuka seems to have calmed down considerably in the Windows series and mostly just bullies youkai and capable humans alike.

This said, you can make anything you like of Yuka's personality. It's not like ZUN himself cares enough to stay consistent on most of his characters. He seems to follow his mood and do whatever the hell he likes, it's just a silly shooting game after all.

Personally I like the calmer, classier Yuka who enjoys viewing flowers but can have a cruel edge to her when she feel particularly frisky around summer incidents.

Not really, there are lots of fanart like the one you posted nowadays.
And it's not like the two are exclusive. She can be a good person when dealing with the innocent, and sadistic when it comes to meting out punishment.

Not really, assuming you are used to the quirky way everyone speaks in Touhou, Yuka mostly just went around bullying weak youkai and humans alike because the flowers put her in a good mood.

When Reimu came to complain at her and attacked her to try and stop the incident. Though Yuka probably would have attacked her anyway, she wasn't particularly crazy in her responses. If anything she just pointed out how Reimu was doing it wrong.

With Aya she just tries to get her to stop bugging her, then messes with her a bit before fighting.

Her ending is mostly just a conversation with Reimu playing up to her misgivings about Yuka causing the incident. The point is, for someone who is meant to be crazy and unapproachable, Yuka can sure stand around and talk when she feels like it, even going so far as to remain mostly civil. For a Touhou character.
