There's plenty of technology, mentioned constantly in the games and associated works by ZUN. Rinnosuke sells iPods. He's like the Apple Store of Gensokyo.

I'm more interested in the psychoactive drugs availible in Gensokyo, to be honest. We already know there's technology, but what about the cannabis crops? Does Eirin store up medicinal marijuana? Does she synthesize pharmaceuticals that are(no pun intended)out of this world?

Wouldn't be pretty.
From the look of it, both oni and kappa are at a point where neither can actually harm the other efficiently anymore. Would be in for a long stalemate with everything else within hundreds of miles stuck in the crossfire.
If there ever were grounds for any sort of kappa/oni conflict, the kappa would probably bargain rather than go to war.

There is no electricity in gensokyo. I'm guessing it's in the middle-ages, technology-wise.
Eientei has Lunar tech, we don't really know what kind of technology it is. But it seems to be mostly pharmaceutics (since they know how to make Hourai elixir). Everything else Lunars need is propably acquired by magic, space travel included.

Oni never fled to begin with. They just didn't like what was going on, and so went somewhere else.
Oni are practically invincible compared to anything except legendary human heroes anyway. Their only limitation is that they don't make any effort to adapt to changing times.

The risk with sending an army against Yuugi is that said army may never reach her. For reasons that cannot be explained within the realm of logic.
Then again, even though kappa and oni could fight on equal terms, kappa have nothing that could seriously threaten oni. The main "threat" would lie in their ability to stall and deceive, like said optical camouflage. Things that don't make for a "good honest fight".
