You will struggle to make your whole room look like that, but the desk is easy. The majority of the "aesthetic" is just old, off white computer parts from the time; monitor, case, mouse, keyboard. Put up a couple posters of characters from the era, put some random merch or product with Japanese writing next to the monitor, maybe a plushie or a figure, and then take a picture of the whole thing with bad lighting with an old camera in 4:3

I mean, I could just go in my basement and closet and pick out a bunch of old posters, merch, imported manga/doujinshis/vhs, and game cases and get this look. Then just hook up a crt and use an old pc case
A real OG could name half the series in these pictures, just get a bunch of old Broccoli posters on ebay from series you like. Most fans from the time already own these things.
