The English patch is being held up by 1.10. 1.10 is going to be a huge patch to Soku, and the people who did SWR's patch don't want to put in the effort and have it undone by the massive patch that 1.10 is hyped to be by Tasofro.
Tasofro said 1.10 would be done in early October. But then we didn't hear anything else.
My guess is that they'll be releasing the patch alongside the OST at C77 which is Dec 29-31, to drum up interest in Soku again and sell more CDs.

You're welcome, but don't take it as a guarantee. The patch is up to Tasofro. The translation is up to the team.
But going by Tasofro's webpage/blog 1.10 is going to be a big deal, with a lot of changes to make all skillcards more appealing/competitive for their command slot and likely some massive improvements to the new characters who were visibly rushed and unpolished. Suwako's AI feels like it has maybe 10 lines of code, nevermind her other problems. There will also probably be some (possibly severe) reductions in the top characters if SWR was any indication.

You can use value changers such as cheatengine to play SWR's story mode in Hisoutensoku. Everything works fine apart from Tenshi's platforms stopping you whilst you're still falling. Suwako and Utsuho crash the game.
