The game actually refers to him as an evil character, and cites that as why he's not "The Hero". But you're pretty much right, he is Chaotic Neutral, but a lot of his actions are either evil and amoral and most good stemming from them is completely unintended.

After all, he came to JAPAN to fuck it silly, not to save it from a demon.

Also, if we're going by "The Hero" timeline, the current Hero lost his status in LP004, the same year of Sengoku Rance. Given the age restrictions and people seen in the games, the person most likely to be the next Hero is:
