In humanoid form she lacks a rider and has maybe a larger than normal guy that unwieldy due to size if not weight.
In dragon form she'd need a crew to man the weapons and is a larger target and her breath weapons require her to get decently close to break a formation

Bullet deflection/dodging/cutting is canon even for (at least high-level) humans and monsters are on average significantly stronger. The monster gunners that exist have literally superhuman eyes, field of vision and reflexes and they need it to be competitive (on top of their guns being magical as well) . Very high-level monsters (and probably heroes too) are literally one-man/woman armies, with army destroying attacks.
ww1 planes would be literally just annoying mosquitoes. Too slow and fragile.
Even if the dragons were vulnerable you could train riders to snipe aircraft pilots, which is well within their capabilities.
Post WW2 planes could ironically be too fast and not maneuverable enough. Po-2 says hi.
And magic is quite strong and flexible, you could probably have them buffed to fly at supersonic speeds and what not eventually if they can't do that already. People seem to assume that only normal technology advances.

One of the few conflicts between nations we know about had two rival countries who split a continent between each other almost wiping said continent of life simply from the sheer number of wide area spells thrown during their conflict. Monsters are confirmed to have much stronger magic than humans.

Mass fire also already exists from modern day firearms (technically magical equivalent, but KC confirmed they have the same performance), and it's useless against the relatively common Hero-level units (which includes all dragons). They are said to be able to just casually swing their weapon once after the bullets were fired and not only does the shockwave deflects all projectiles, it also annihilates the opposing army in the process.

Finally, the same modern day-level guns have pathetically weak damage outut compared to all the magic alternatives. Said magic alternatives are extremely common. KC has described even the mob humans of MGE as extremely superhuman compared to RL and monsters make them seem like they are made of glass. The basic unit of a monster's army is a magical knight that wears forcefield armor that significantly enhances their already absurd durability, can destroy castles in a singular or a few blows, and has half a dozen different magical powers. These guys are the jack of all trades rank and file.

Finally, there's also the deal that a significant percentage of all monsters are or will soon be living gods. With the population of monsters at that level rising every day. Due to the mana loop mechanics, all generations of monsters also start much stronger than the last. At the not too distant future every single monster will be as strong as at least a low-rank god. Those gods are vastly beyond the guys shooting nukes mentioned above.

tl;dr: Canon MGE is too deep in the high-magic and shonen shenanigans, with both being also very common and widespread for modern warfare to ever become relevant.
