If by strongest you mean brute strength and muscle it would be Yuugi followed by Suika.

If you meant "hax power level" then it would be Yukari (a Youkai that's older than Gensokyo and has the power to manipulate borders). Which technically gives her the power to do pretty much anything. Anything you throw at her will probably end up popping out of your stomach and into your rectum. ZUN actually uses Yukari as a scapegoat to explain why Reimu is able to beat some of the other over powered bosses. I.e., Reimu is usually accompanied by Yukari on some of the more tougher battles.

You can technically use Shoot the Bullet to measure their powerlevels. In StB, ZUN organized the characters in order of weakest to strongest with characters like Wriggle, Rumia, and Cirno appearing in the earlier stages and characters like Remilia, Yuyuko, and Kaguya appearing in the later stages. And for the EX stages he had Suika and Yukari. Suika is said to be the strongest of her kind.

Sikieiki is technically the final boss of StB, but as you know extra stage bosses are usually stronger than the final bosses.

If we're talking heavy lifting, either of the oni. It's unclear which of them is the stronger, although Yuugi seems to be on top if her title is to be taken literally.
In either case, Suika's strength is easier to apply in practice since she can change size - Yuugi lifting something many times her size would either result in parts of it breaking off, or her sinking into the ground.

But here's something you should take note of. Mokou a mere human started out significantly weaker than Kaguya (a pureblooded moon princess). Kaguya's inheritance alone makes her stronger than most Touhous. But Mokou actually caught up to her power and was even able to kill her at one point. Mokou will do anything to get more power in order to kill Kaguya, and at the rate she's going she might one day be granted a power to do it. Kaguya on the other hand is too lazy to get stronger.

Depends on the myth in question. In either case, an oni is always physically stronger than a human, but how big the gap is is highly variable.

On one end of the spectrum, you got the Momotaro sort of oni, who aren't worse than a slight infestation to be exterminated - pretty much local dangerous animals. On the other end, you have the Kojiki sort which border on being godlike - easily powerful enough to take down Yamato Takeru, who's pretty much the cream of the crop as far as Japanese mythical heroes go.
The later sort are probably the inspiration for the deva of the mountain, particularly since said confrontation took place on mount Ibuki.

Haven't found a lot written about oni and their relation to booze, though. Couple of sources mention oni being fond of the stuff, but haven't found any mention of oni being permanently drunk. With Suika being short and having long orange hair, guessing ZUN may have been influenced by the shojo, which too are known to be heavy drinkers.

I actually respect ZUN for creating Yukari, Yuka, and Kaguya's powers. It's not every day you get to see an anti-hero with the power to manipulate boundaries. Most characters have generic powers like fire, water, ice, or spirit. A Yukari game developed by valve would be awesome:

Doubtful, since she had to resort to using the reflection of the moon on the lake to open a gap even that far. I don't think she'd be able to quickly open one to the sun in a battle situation.
Of course, in the end it all comes down to how you interpret her power. A lot of people here seem to equate it with omnipotence, but I like to think there are limits to how much she can toy with borders. Time and power constraints.
She's definitely one of the heavy-hitters, nonetheless.

Yukari has lower chances of winning against the Watatsuki sisters, even though she accomplished her goal in SSiB, she was defeated once.

There's also the dragon (if it's not alone, then, the dragons), besides Vivit and Eirin. (Eirin is also canonically more powerful than Kaguya)
There's also not enough information to estimate how well would Suika and Yugi do, if they don't limit themselves (first, if Aya really means that Suika is the strongest that she had faced in StB -- despite Aya herself having defeated everyone there -- Eirin included --, even her own mirror image. Second, if Yugi doesn't limit herself to not let her sake drop. There's not enough information to even conclude that she wasn't holding back from the start, the sake dish could even have made no difference to her, or could've handicapped her)

And if there's any debate about who's stronger than who, Mokou is probably stronger than Kaguya. She IS an extra boss, after all, but the two are about at an even level since they both kill each other on a daily basis.
Kaguya may have the ability to manipulate eternity, but Mokou can burn stuff up. If you want to argue "Kaguya can make danmaku that never burn out", I can just as easily argue "the Phoenix's flame Mokou wields also never burns out"

It's settled. Kaguya and Mokou are at about an even level.

Both of their powers are pretty limited though. Kaguya lacks the ability to undo Mokou's immortality. You'd think if you had the ability to make things eternal you would be able to unmake things eternal. Eirin has had her murderous way with more innocent people than the fandom seems to let on to, so I decided to draw my interpretation of what went on 1,000 years before the events of the game Imperishable Night. I find it interesting that none of the people who you face in the games end up getting killed for their actions (I suppose danmaku-play is a pretty safe game). Unless Im mistaken, Eirin is the only character to have ever murdered someone within Touhou, and shes done it quite a bit. ZUN was certainly poking around irony when he decided to make her a nurse.

She's not just a murderer. She's a traitorous murderer.
