Yes. They are sold with neutral cheap plastic lenses as any glasses frame. I just took them to my nearest glasses shop and had them fitted with prescription lenses.
They are made by a glasses frame company to be real frames, not just a novelty item. Considering how expensive brand frames are in shops, these are even cheap in comparison.

Won't laugh at you but you're wrong. This rimless model is the least girly among all Touhou glasses made by that company:

We're at the 13th series now. I took pic related in 2017 at the store in Ikebukuro, all models were for display and I was able to try them on. Most are too girly for me, I think. Already had the Byakuren one, got the Sakuya one which is really similar and the Alice model in limited white gold color.

I'm near sighted but not much, -2.5 sphere, so my lenses are thicker at the edge than the center. Got some nice but expensive 1.6 RI plastic lenses, thickest part is 2.8 mm but average is around 1.7 mm. Not that thick and light as a feather.
