If we go back to 2002, when the first Windows touhou game EoSD was released...
If this is the kind of character design ZUN was producing, how would you think the entire Touhou fanbase would have turned out compared to how it is now?

There would be little fanart, because the art would already be good. What makes Touhou what it is is its unrefined, and unfinished (due to drunkardness) product, such as story, art, music and characters. This allows unimaginative people, with any level of skill, great or small, to be able to improve on it.

Art is obvious, its poorly drawn, but the character designs are there. Anyone with a drawing skill greater than ZUN could draw fan art and not be completely ashamed. So is music, its repetitive and syth'd, but it has great composition. Easy to remix, or incorporate into song, and easily modifiable. Just turning it into a simple track for normal listening is acceptable. There no story, but events to build one around, leading to many interpretations. And the fact that this allows a large fanpool of contributors attracts highly skilled fanartists to come into prominence, and even contribute to establish themselves as good compared to the rest.
