I've beaten Suwako, Koishi, and Ran. Suwako seemed easiest, but I got Ran in way fewer tries. It was a lucky run though, I was seeing her last 3 cards for the first time and somehow got through on sheer pluck (and bombs).

Suwako and Koishi are the easiest.
Koishi has none and Suwako has only 2 cards that you will have to bomb.

I think Ran is harder than Yukari, but I haven't played PCB EX/PH in a while. (They are both easier than their stage)

Flandre's and Mokou's cards are both full of bugs and bad game design (laevtein(fly around Flandre, starbow break (top left), maze of love (bottom dodging), xu fu dimension (not be hit by blue cards at the bottom, shrine something (familiars don't shoot bullets when you're in them) etc.), but Mokou's non-spellcards are harder and many of her spellcards are nearly impossible without spellcard training or watching replays or others.
Therefore: Mokou is the hardest.

It doesn't hit you when it first appears, then it "thickens" and you die from touching it. Basically you have to be flying in the direction the beam is coming from before it turns deadly (So you have to keep moving left and right during the spellcard)

In all honesty I think Mokou is the easiest. I consistently beat her or reach the last spellcard. I know Suwako is said to be easiest, but I've never gotten past spellcard 108, and only reached it once. I've played PCB the most, but the furthest I got was Kokkuri-san's Contract against Ran. And I never got past Maze of Love against Flandre.

Sure, it might take watching replays to learn how to clear Mokou's spellcards, but once you know the patterns and use border team it's very doable.

On Mokou's F:HMD card, when the beam starts up, move towards it with the left or right keys while dodging the pellets. It won't hit you.

Haven't beaten Utsuho or Remilia, and haven't played Flandre. Koishi kicks my arse, or more precisely, Sanae. I'm also not going to claim PoFV because I opened it via Easy mode.

Of the other three, I hate to mark Suwako as hardest, but I find her last four spellcards extremely difficult. Mokou and Yukari are about even.

And on StB, Ex-3 is pretty easy. The rest are excrutiating. Hehe.

the two frogs and the earth and the sun battle take a bomb from the average player (maybe more for the frogs). I found the crossing bullets of her last card (scorn sign) confusing when I started playing, but the ability to see through that comes by itself after a while.

You stay at the absolute bottom.
There are blue and red ofuda, both coming from above and from the bottom.

If you stay at the bottom, the blue ones spawning there will never hit you so, (starting from the left and moving always a little to the right to avoid the direct bullet stream), you only have to dodge the bullets from above.

All in all, you don't have to move much at all.
