In a modern era where religion is becoming increasingly touristic, Matarajin is determined to stay forgotten. It can be said that Okina is the deification of Gensokyo itself, a place where the forgotten gather. It's for that reason that she's proud and arrogant (lol).
>By the way, in that extra stage, she appears standing up so she's not really chair-bound. She doesn't have a disability, she herself is the disability embodied. She says that she believes disabilities are necessary in this world.
I translated ZUN's Okina comments from the new Garakuta compilation book (Who's Who of Humans and Youkai: Eternal World Edition). "Shougai no Kami" is an epithet for Matarajin and it originally meant "God of Hindrances" but ZUN interpreted 障碍 (shougai) as its other definition, "disability", because he thought it fit Gensokyo better (also because many performing artists, musicians, dancers and actors were considered lower-class in ancient Japan and often had disabilities themselves). He lol'd at that one part because that phrase for "arrogant" (ふんぞり返る funzorikaeru) can also mean "reclining"/"sitting". That line can thus be taken as "it's for that reason she's disabled and proud of it". But really, as ZUN says, she's not actually disabled and that's only one of her forms. Her favorite one as it's implied. Gensokyo is the land of the forgotten, the pushed aside, the outcasts, the so-called "second-class". Since she's the metaphorical spirit of Gensokyo personified, it makes sense for her to take pride in appearing in her disabled form. When ZUN says "she's herself is the shougai embodied" there's a double meaning, both with disability and hindrance. One of Matarajin's forms was originally a demon god of hindrances that caused havoc. You had to worship it to get rid of his hindrance. He is the hindrance (shougai) himself. This later became a dharmic quality when he became the manifestation of the Buddha Amitabha. His hindrace became the push for people to worship him and this Amitabha, securing people rebirth in the Western Paradise.
