How so?
Berserker's only rule.
The ONLY rule about Berserker summoning.
1. The Heroic Spirit must have gone mad in their lifetime.
That's it. Physical strength doesn't matter. In fact, Berserker and Assassin are the two classes which ignore stats (Saber needs B strength or better, Caster needs B magical energy, Lancer needs B agility, and so on).

Suika and Yuugi are both physically immensely powerful (apparently capable of lifting Youkai Mountain, which is stated to be larger than Mt. Fuji), at that.
