There were no legal drinking ages in the 1800s. America didn't introduce them until Prohibition ended and regulation of alcohol was given to the States, who pegged it to the then-voting age of 21 (when the voting age was lowered to 18, a number of states lowered their drinking ages until the early '80s when the FedGov used a threat of removing highway funds to unify the age back at 21, they did the same to unify the speed limit at a measly 55 MPH, except in Montana, where they said "fuck that" and gave up the highway funds).

I don't know when other countries began adopting them, but it most likely would have been around the same time, early to mid 1900s. That was the heyday of social progressivism.
