They'd have to record it from scratch with Mayo Oyamano, so it's probably considerable more work than Miku and the others that they already had tons of high quality recordings and experience from their Vocaloid voicebanks. So basically it would cost the same as creating a completely new character but with a little less risks and marketing costs (though Teto has a high intersection with Miku/Rin, they probably should try to make a male singer with Miku's age instead since that's an area that has no major player).

Crypton gets more money on licensing/merch than selling the software anyway, the question is more if Teto could sell a lot of merch, on the level of Miku (and the answer is probably not). Arguably the older versions of Miku that people already bought is more of a competition to Miku NT (since it's cheaper - free for those who already own it - and very high quality) than a Teto NT would be to UTAU Teto.

In general I don't really have favorites. Lat and Tda are good in small doses, the original one is extremely dated and looks like an alien, Muubu is very solid but it's expressions are kind of weird. Sour model is beautiful but too creative on Miku's representation. YYB I don't know how I feel yet. SEGA model is cute in it's simplicity.
