From what I've seen, the depictions tend to draw towards either extreme. Either very tall and rough, or very small and meek.

Considering Momiji's only role so far in the story is getting blown out of the sky by magical flak, either is possible.

Just a theory, not canonical in the slightest.

Momiji's lack of dialogue may not be entirely due to her status as a mid boss. As a wolf tengu, it's possible she has a flat tongue and no larynx, and so simply isn't able to speak.
Other beast type youkai with humanoid forms would still be able to speak as their humanoid forms are acquired. But being born wolf derivates, wolf tengu may lack human speech.
Crow tengu would not suffer from this since as corvids, they would be able to mimic human speech naturally.

That's true. After all she's down there guarding the whole mountain alone, and she goes about her work quietly (silently actually) and directly. Midboss status aside, cute or rough, it's pretty clear Momiji must be a pretty competent warrior to be appointed sole guardian of the whole mountain.

Of course, none of this actually means crap when Reimu comes knocking.

Even then, it's unclear what sort of status Momiji has in wolf tengu society.
Having an important task doesn't necessarily indicate social standing. She may be anywhere between lone wolf and alpha female, or, since guarding the mountain is hardly glamorous, she might even be an omega. Even then, it's unclear if wolf tengu and wolves have the same pack structure.
It's entirely up to speculation.
