Can it be said that any youkai is evil? I mean most of the youkai stirring up trouble in Gensokyo is because either they are bored or something like trying to eat a human because it's their nature.

I feel that is because farming is much safer than hunting and eating youkai. Eating one would probably also cause some very fucking terrible unnamed voodoo majick to befall the eater.

Maybe Humans are the evil ones. The youkai have been lived longer than the Human village in Gensokyo so the youkai are only doing what is natural to them. Then humans just started to exist and began calling youkai evil.
