Pretty much every nuclear reactor around needs a so-called moderator for the reaction to occur. Remove the moderator, and the reaction will slow down and eventually cease entirely. In most reactors, the moderator is the cooling water, so that a loss of coolant will automatically shut down the reaction.

The Russian RMBK-type reactor used graphite instead as a moderator, ie carbon. Chernobyl-4 was an RMBK reactor.

Also, for some reason defying most forms of sanity and common sense, the control rods (push them into the reactor to shut things down) at Chernobyl were graphite-tipped. So when they were inserted, there would at first be a slight increase in reactor output, before the main part of the control rod got pushed in as well, at which point things would slow down.

On the 26th of April 1986, when the control rods were pushed in, they got stuck... This isn't the main cause of the accident (and it's quite likely that the it wouldn't have been enough even if they had gone in fully), but it sure as hell didn't help.

Most forms of fusion produces enormous amounts of neutron radiation. This is used in boosted warhead designs, where you basically put some tritium next to a fission bomb. The small amount of fusion you get doesn't release any amount of energy worth mentioning compared to the fission, but the neutrons generated help the fission reaction along, resulting in a much greater yield, and a more efficient use of the (often horrendously expensive) fission fuel.

So while a fusion reactor would generate a lot less radioactive waste than a fission reactor, they would still require similar amounts of shielding while in use.

This is also one way in which we can know that the original "cold fusion" hype was in error, as those who "discovered" would have been killed pretty much outright by the neutron radiation had things worked as advertised.
