Going only by Tsukihime, I have several reasons.

Most of her opportunities to develop as a character were consumed by Nasu's need to explain the scenario, and she was used as the mouthpiece to do so. This isn't really Arc's fault, but it kills the mood nonetheless.

She has bouts of bitchiness. In her own route she up and ditches Shiki when things are seemingly going well. Twice. She gets mad while vampire hunting and storms off, making Shiki follow her and acting like a bitchy cunt the whole way.

She gets massively in the way during Ciel's route. I never understood why those two had to keep trying to kill each other on sight.

I'm sure the character she's supposed to be is lovable, but the character clumsily written up in Tsukihime wasn't so much.
