Any useless stage 1 boss who is part of a set gains popularity just by being part of that set. Anywhere you have all the faeries shitting around Eternity is going to show up. The truly most obscure is a 1-2 boss who doesn't even get that, like, I dunno, Kisume or something.

Pic related as far as non-characters go. If you want a humanoid character then pick someone like Meira, who is from PC-98 but not from the very first game, not a final/extra stage boss, never playable, has no memes surrounding her, is never relevant outside of her own stage and has no relation to any more popular characters. Touhou 2 is also one of the least popular games in the series.
