i'd say so. same initial mental process - identifying some unknown element and using a reference to clarify the unknown element. what we usually call studying, at least when done right, is just meant to help prevent the forgetting of that information once it's understood for the first time. the problem arises when people don't get enough input for what they're remembering to form connections within a more holistic web of the japanese language, making it impossible for them to for example infer situations where certain words/phrases are properly used in contrast to other words/phrases with similar definitions.
TLDR; we need the data AND the metadata, its not just either or. studying helps with solidifying the data and input gives the metadata

Cut down words until you can hit 80%. Maybe that's as few as 5 per day. Maybe you have to skip days. In about a year it get better, and in two years more better so you can do more words and still hit 90%, which is comfortable.
