Same reason most Western fanartists suck.

Good artists study human anatomy, THEN stylize it. You can't draw hands and feet well without learning it.

These fanartists stylize the good artists' already stylized work. It's possible to get decent this way, but learning to draw is slow as hell and you never learn to draw hands and feet properly.

Western fanartists tend to stylize the Japanese fanartists' stylizations of the good artists' stylizations. Shit reaches a whole new level because they heard you like stylizing, so they put a stylization in your stylization.
