All the shitposting stems from the fact that people think he made these things intending for them to be original. He made a lot of these when he was very young, for fun. When it's something like that, the degree to which you copy hardly matters when you're just doing it for fun.

But, once his works started garnering a following, obviously he stopped with that stuff. People started taking the series more seriously than he did, so he stepped up to that view and started taking it seriously as well. Everything since is very much ZUN's own vision.

Cirno is a side character in a manga, don't expect her hair color to be known. But if the ice powers part is correct, it would make sense for her to have blue hair or maybe that's just what ZUN assumed.
