Not an expert but probably depends on the hand. In that situation, I'd go for pon palace since you have a pair of dragon tiles and a pair of dora. You also don't have to rely on drawing tiles.

If I recall correctly, chiitoi is preferable when it's early and toitoi is better from mid-stage to late. With that as sole consideration, then yes, chiitoi is better.
However, your pairs are 3p, 3s (dora), 9s, hatsu, and chun. That chun is the 4th tile at that turn. There's no hatsu or 9s discard, so you can call pon later. Likely you'll end up with 3p and 3s pairs that can be easily turned into sequence wait, although with earlier 4p discard, that could result in furiten.
I'd still call pon on that chun imo.

I feel that majs*ul is extremely slow compared to tenhou, but this might be just my subjective opinion. I'm gonna time a game when I get home and compare with Tenhou game lengths (that are available on nodocchi, but perhaps I should time one just to make sure these are correct).

I'm planning to take total match time divided by amount of turns to get an average turn time. I'm gonna take like 10 of these (should be enough to show the general trends) and average them to get an average average.

If you feel inclined to help, then time one of your hanchans and post its length and number of rounds.

How the hell did you get "arabic numerals" from "Chinese standard markings?" Chinese tiles don't typically do that, that's an American set thing.

I'm just talking about the font for the winds and the way the red dragons look, the bamboos are generally kind of simple and ugly too. Japanese tilesets have their own style and the engraving tends to be finer and more detailed

There are gachashit elements but they are cosmetic, so unless you're a waifufag or can't stand either of the default avatar choices you can play f2p, the gameplay is entirely git gud dependent (though CN tournaments had an entry fee in the premium currency, no wind about anything like that for global)

Out is the "I win" button, yeah.

I figured it out, the game doesn't actually detect the melds in your hand for you so you have to click "out" when you see your winning tile but then also drag them up in sets of three and two in order for it to actually know you even won. Until you do that the only button is an "oops" button and it doesn't really make it clear that you're supposed to show it the melds, so I figured it just wasn't a legal win for some reason. This is one of the games where it's not context sensitive, the buttons for every call are always there but it just barks at you if you press them when you're not supposed to.

We had this game on the computer when I was a dumb kid and we never knew how to play it, I remembered it recently after getting into riichi and wanted to play it again. JMJA seems like proto riichi, you don't need a yaku to win and anything that would be a yaku today but exists in the game is called a "double" and just doubles your base score which seems to essentially be fu. It's got most of the yakuman and just calls them limit hands
