Is there a program that can convert a Shift-JIS text file to UTF-8 or something? Pic not related.

Answering my own question in case anyone else didn't figure it out:

Open notepad++ with Japanese locale/applocale, convert to utf-8. Now you can see the correct text when opening without Japanese locale.
