Steps to Summon Heccachi to you:
Step 1: Go to a crossroad, any will do.
Step 2: Erect a shrine to Hecatia there and leave offerings of food, incense and olive oil
Step 3: Sacrifice a black female puppy at dusk at her new shrine and offer its corpse to her. Black dogs accompany her along with Lampads on her nightly trips and are holy symbols representative of her.
Step 4: Enjoy Hecatia's company

Alternatively:
Step 1: Make a shrine to Hecatia above your home's entryway
Step 2: Hecatia visits you at home every night.

Lampads are only known to accompany Hecatia on her nightly journeys, but Clownpiece is retired now and lives in Gensokyo so you'd end up seeing other cute clown fairies when you summon Hecatia.

If you really want to see Clownpiece, you'll need to go to Gensokyo yourself.

Does anybody know what the hell Hecatia's/Clownpiece's spell card background is supposed to represent or symbolize? It's a tree but does that have any connection to them? I know Hecate is symbolized by the yew/cypress tree but this tree looks nothing like those trees. It looks like some weird medieval print.
