As a composer? God level, deserving of the name kannushi. Touhou music will stand the test of time for centuries.

As a character designer? The style of Touhou characters are made in such a way that they're identifiable with but a few distinguishing traits. Pretty talented.

As an artist? Ehh... well, people like it even if it lacks fundamentals that anyone could learn studying figures for a few weeks. Remember satori t-rex arms?

As a writer? His weakest point. The only good plot he wrote was Bougetsushou and the beginnings of FS, all his other stories are unengaging on their own. If his games and manga weren't backed by his other creative abilities and backed only by his writing skill, touhou would be dead after its first release.

All designers (of anything, whether it's characters or cars) make bad designs because design is experimentation and failure is normal when you experiment. What distinguishes good designers is that in addition to bad designs they also produce good designs.
