What do you mean "Fantasy Heaven"? No such thing exists within Touhou. You must be talking about the mistranslation of Reimu's ultimate technique, 夢想天生 (Musou Tensei lit. Fantasy Nature). It's a power that allows her to become essentially invincible; it's assumed that she flies out of reality as the ultimate expression of her ability to "float". The reason Marisa names it 天生 (Tensei lit. nature) is because Reimu was born with that ability, it's completely innate. She also gave it a time limit as without that limitation then it would be unfair as a spell card. The name of the spell card is also a homage to Kenshiro's ultimate technique from "Hokuto no Ken" (Fist of the North Star), 無想転生 (Musou Tensei lit. Blank Mind Transmigration of Souls). This technique allows Kenshiro to become invincible, to achieve a state of "nothingness". Just like Reimu. Also interesting to note, Reimu's Fantasy Heaven theme in Touhou Hisoutensoku sounds extremely similar to the first OP of the Hokuto no Ken anime, "Bring Back Love" (Western fans have dubbed the theme "You wa Shock!" instead).

Well, why do you think the word fantasy is in "Fantasy Heaven"?. You go there only to find out heaven is not your ideal place. It's impossible to have such a place even if you manage to get there. It will only exist as an idea in your head and you can only limitedly express it any number of ways.
