Shingyoku (female) is just a personification of yin in yin (female) and yang (male). I believe the reason she has horns is because yin (female) symbolizes negativity and darkness. Since they are gatekeepers to either Jigoku or Makai then it's possible that the female form is the Makai gate guard and is correspondingly demonic. Are those really horns, though? People seem to almost unanimously interpret them as yellow/brown horns when the vague sprite could just as easily well be representing twin hair ties or bows. There is also an extremely common misconception that Shingyoku (male) is a shinto priest (kannushi). He's not. It's clear that he's an onmyoji (a practicioner of onymodo, "the way of the yin and yang") due to his relation to yin and yang. Pic related is the typical onmyoji attire.
