Assuming that's true (and you haven't offered any concrete prof), it's because prices aren't affected very much by exchange rates. Notice how no matter how much the rates fluctuate, a book that costs 7.99 American always costs 11.99 Canadian.

In fact, they are always changing the books to match the exchange rate between US and Canada dollars. I have heard there is going to be a big overhaul to change a lot of the books down to US and Canada dollars being equal.
