Arcueid is a True Ancestor and the closest being to the Type-Moon, Crimson Moon. She's also physically attractive, has insane power, and is very intelligent. The stories are always about Shirou, regardless of what you think.

He is both a good character and the conflict he creates it's pretty straightforward.
Rin has her own development, but she is not a focus like Saber where Shiro acted like a sidekick or Sakura who was the villain-victim.

She loses no 'spotlight' due to archer.

If you do not like the character, too bad, but do not present your shitty opinions as facts.

Roa is an emotional monster, like Wallachia. He does things to make people suffer. Rio from KnK is like that, too. Gilgamesh is a lesser example from Fate. They just cause suffering because it amuses them. It's nothing more than a way to pass time. Wallachia ostensibly wants to create an eternal solution, but he's too goddamn crazy to care either way. Rio just wants to keep eating and killing. The top three out of all Nasu's works are Nrvnqsr, Kotomine, and Araya Soren. They epitomize "intelligent, impersonal evil." They are monsters because of how they act, but don't necessarily act like monsters just for the sake of causing suffering. Everything they do is evil with a purpose greater than the sum of everyone they hurt. (Well, Kotomine does enjoy the suffering of others, but he has a deeply philosophical reason for everything he does. It's not just because he finds it humorous, though he does find it so.)

Kotomine is a bit harder to describe. You could say he's evil because he well and truly enjoys the suffering of others, but you could also say he's one of the most Good people you'd ever meet because he recognizes that in himself, and tried for decades to fix it. Even after failing at that, he doesn't go out of his way to cause suffering, instead doing so merely as a means to the (debatably) good goal of allowing something to be born.

The Tohno family is quite old, so the idea of it being a good future choice is not that hard to figure out. It's also likely that Roa had some way of sensing out the existence of those with latent talent. Elesia was, for him, an unusual choice, and one he had to make in a hurry. He wouldn't be in a hurry unless the death of his current host was fatal to him if he didn't leave fast enough. Considering how fucking awesome of a mage Roa was, it's likely he can pick out anyone he wants to using magic very quickly when combined with previous research on families.

He's called the Serpent of Akasha because... speculation. Serpents are the beasts of immortality. Akasha is itself eternal.

Wallachia didn't have a governance system in place after he became the phenomenon, as far as I can tell. He quite literally predicted every place of reincarnation before he became the phenomenon.
