Reimu's mother (the previous Hakurei miko) is Mima and Reimu's father is Genji (probably was the kannushi). That is the reason why only Genji was around to train Reimu. The reason Mima was inexplicably evil in Story of Eastern Wonderland was because she was just testing Reimu, as Reimu was training in the mountains right before the incident. Genji and Mima both could die in their human forms so in order to escape such a fate Genji turned into a (possibly youkai) turtle while Mima transformed into a ghost ("vengeful spirit"). Perhaps the previous Hakurei miko was murdered and sought vengeance...

In any case, Genji seems to have known of Mima before and Mima states a lot of very specific information about the power of the Hakurei bloodline and the ying yang orb. Mima even goes so far as to tell Reimu that she won't kill her if she defeats her. If Mima was truly afte the power of the orbs then why didn't she just kill Reimu? Why was Genji not worried. Why was Mima so comically evil for no reason? I'll tell you why -- this incident was just fabricated by Genji and Mima in order to train Reimu!

I like to think that the pc98 games took place decades before windows era and that pc98 Reimu is mordern Reimu's mom and was the past miko of the shrine. It's probably not true, but it's a fun little headcanon for me.

Magic Pengel has her use Fantasy Seal, you know. Also, the picture you posted and two pieces of art by ZUN depict Reimu with a pink bow. Her appearance in Seihou Shuushou Gyoku has her with a pink bow. Reimu's desigh between Mystic Square and Embodiment of Scarlet devil consisted of an all white top with red bottoms and red trim on the white robes. As seen in this picture, Magic Pengel has been in development since early 2001, before EoSD even existed and before ZUN mentioned previous shrine maidens existing. Her appearance in both Magic Pengel and Graffiti Kingdom is a fun reference and nothing more. ZUN obviously didn't want to use the name "Reimu" as if to insert his own character in a Konami game. It is a reference to Reimu, not the previous shrine maiden, which wasn't even a thing in ZUN's mind circa 2001.

Basically, it became a creepypasta. The connection to Yukari should be clear enough. Reimu's Urban Legend in ULiL is the sukima-onna as well, basically confirming the connection to Yukari. By the way, the random shrine maiden drawn by ZUN that you posted was descirbed by him as looking like "Marisa cosplaying a miko".
