I've experienced both, and while high 90's with high humidity isn't necessarily hotter, it's much heavier and all the moisture in the air makes things feel sticky. I would take high heat and low humidity over slightly lower heat and high humidity every day of the week.
That said, the problem isn't with the people themselves, it's that the idiots don't know how to live with it. They don't drink enough water, they spend too much time active outside, etc.
