It all depends on how the Sliding Scale Of Idealism Versus Cynicism is set for the setting and characters.

Going purely by the fairly idealistic canon, I'd put Marisa as CG and Reimu as NG; since she's dutiful at times but lax at others. Most of the bad guys wouldn't ever rate worse than a CN, either.

As you go towards the cynisism end of the scale, they both shift into the neutrals and just about every character other than them becomes evil.

I doubt Reimu could qualify as good. She resolves incident because they are troublesome for her/because it's her duty. I haven't seen her helping others because of goodwill, in fact she doesn't care for others problems that much. She just deals with the incident and heads home as fast as possible. She is somewhat selfish like Marisa.

A person can claim to be "Good," but if there methods involve the mass murder of innocent people, they're of course Evil.

It goes the other way too of course. Someone can claim to not like helping others (or call it a bother), but if they instinctively keep doing it, they're Good.

Attitude isn't really a major aspect of alignment; its world-view, not personality. A cranky old hermit living in a cave can still be Good, just not very personable Good. Reimu just isn't really interested in others a great deal; she still cares a lot about the well-being of Gensokyo as a whole.

She resolves incidents because she is a Hakurei. It is not clear whether she can refuse to intervene or not, but it is her duty as a Hakurei and without her Gensokyo would be in danger of vanishing, and that would not be a good thing for her or anyone.
