It was clear to me that they were cutting corners when they made a design decision to leave Marisa's hair unbraided, since it would be easier to animate.

All things considered, it's admirable that independent artists/fans of a series can come together and make something like this.

GONZO's animation isn't always bad, but they are also responsible for a lot of fanservice anime that I just can't stand.

What really matters though, is having a writer that create character interpretations most people will be satisfied with (but mostly ZUN).

Fans complain if too many liberties are taken though. For example, while there are indeed many serious faults with Touhou Project Side Story, one complaint people had was that in it Sakuya was revealed to be a spy from the moon. People raged "NOOO she is Remilia's loyal servant 4eva wat bullshit!" I personally like different fan interpretations and backstories for the characters; it's one of the things that attracted me to Touhou in the first place.

No, Remilia is JUST AS PLANNED.

Most of the powerful beings in the Touhou cast have some level of obfuscating stupidity. Of course, it's rarely revealed as to whether this is their true personality or whether they just wear it because it's fun.
