Wearing a velvet coat wasn't in vogue until the 18th century and more people than just naval officers wore them. But that aside, the reason why Richter's sprite looks different from his art is because he appeared in Dracula X before they hired the lady who's been doing the character sketches from SoTN onward.

Also, she can't even make new vampires; she isn't able to drink enough blood. That makes Remilia a freak, and a sorry excuse for a vampire. Her little sister is a little more vampire-like, though. That's why Flandre is stronger.

But I love Remilia due to her clumsy vampire moe. She's the top vampire in Gensokyo, but low level back in Europe.

Not really, she's still far stronger than almost every vampire in fiction

The only thing she lacks is the ability to make more vampires due to not drinking enough blood, a rule that only exist in ZUN's definition of vampires.

Most high class vampires refrain from making more vampires anyway because they consider themselves too noble
