Well for one, the majority of heroes that Lecastie produced were only killers because they believed that there was no other choice. With millennia of monsters being actual monsters, there's some room for forgiveness there.

Second, I've never really liked the whole idea that there isn't any canon sort of punishment for serious crimes. If hell doesn't exist, what happens to the few scumbags that just get off torturing kids, mounting heads on spikes, and razing villages? Not to say that I agree with the concept of hell either, but there are certainly some people that don't deserve to be given a waifu and let loose.
