It just dawned on me that if we take real world physics into consideration, Okuu would probably be among the most dangerous 2hu, if not the most dangerous. A simple overuse of her power would scorch the face of the Earth, sterilizing everything, burn off the atmosphere and destroy the ozone layer, kill most of the Earth's lifeforms and leave the rest to die very quickly in the aftermath.
Appreciate this cute planetary level mass destruction weapon.

If you violate the spell card rules, Reimu will break out unlimited Fantasy Heaven and kill you while she's completely invincible. That's why no one ever breaks them. As for how everyone knows... I don't know. Maybe the heroine explains them to her enemy before the battle starts. The spell card rules already state that you have to announce how many attacks you'll make beforehand.

Considering Okuu can go as far as creating whole suns and giant long-lasting (therefore stable) spheres of nuclear fusion, I'd say that she's definitely able to ruin the Earth in a fit.

Doesnt fusion happen when they overcome the repulsive force between them through quantum tunneling, and you can increase the chance of that happening by having a really high pressure or compressing lots of them into a tiny area.
