Crucifixion was a symbol of the purely mortal form of God, i.e. the "Son of God" that was a projection of the divine cast into the physical world, whereas the depiction of the upturned finger was a universal symbol of omniscience, seen on every all-knowing, almighty beings across history and the world, seen on the famous birth of Satyagraha and Horus, for instance.
This could mean that Reimu, being the Hakurei shrine maiden, was nothing else other than the very avatar by which the "God" in ZUN's universe manifests itself, while Eternity was just a vessel for the suffering and subsequent salvation of Youkai-kind by the hands of Reimu.

You are correct. The whole "fulfilment of the law" thing could only work if one without sin was sacrificed, which had to be God himself. There's some weird duality going on, for example Jesus was not aware of some knowledge, but that is generally explained as "God has decided not to explain the full technobabble to a bunch of fishermen".

The real question, then, is "Who's Rumia?".

Not quite. God, Son, Spirit are all manifestations of "God", but they are not identical. The symbols that attempts to depict this "God" can all only manage to represent one of these manifestations since these symbols are ultimately man-made.
Think of "God" as for example a 4D hypercube (the "actual object"), the representation of God being a 3D projection (with the properties of omniscience, etc.), the representation of Son being a 2D projection (with the property of being mortal), and the representation of Spirit being a 1D projection (with the property of being ephemeral). Each projection loses some information but they are essentially representing the same thing.
