It was pretty obvious from the fairies manga when she told Clownpiece to go to Gensokyo and then, when comfortable, reveal herself to people that she just wanted Clownpiece to mostly just make friends and be happy.

Eiki identifies her as a leader of their organization, but going from Heca's interview it's probably more of an informal arrangement of mutual cooperation they have with her rather than a proper job she has. Seems to me it's far less mutual cooperation since she doesn't actually do anything to help them and more a case of not stepping on each others toes.

She's displayed the insight and intelligence enough to realize that it does nobody any favours to go around antagonizing others by throwing your weight around.

But Hecatia has also shown she is definitely powerful enough to crush anyone who earns her ire even if it's on the level of the Lunarians as evidenced by LoLK and going by both ZUN's words and the interview they seem to back up this fact.

I really like that ZUN decided to flesh her out a bit as it brings a bit of flavour to the setting when you compare her to some of the other big puppeteers who are a lot more selfish in nature.

Except there aren't really. Yukari can do it, and presumably Reimu, but that's what made the ULiL incident so worrying: moving a person easily across the barrier back and forth isn't normal. The border was never impervious, especially when one consider Yukari. She can easily travel to the Outside World.
And even if you disregard her, our world/Outside World has a constant presence in Gensokyo. If something big happen outside Gensokyo it can influence it.
Borders are there to protect the region, and the barrier of Gensokyo does that. It not meant to completely isolate an area just project, or limit arguably "harmful" object from entering.

Except that doesn't hold up when it was already deteriorating belief in youkai that was the reason to create the barrier. It isn't meant to technologically impair civilization. Humans don't need to be removed from technology as long as youkai keep making an influence on human worldview.

The issue with that is that the Kappas (that is the right way to pluralize it, right?) have created many things that are far beyond the Meiji Era.
Some parts could be far more advance then what have, so Gensokyo can still be somewhat modern.

Plus the new book, mention tablets and smartphones, while not being used as such, exist and are in use in Gensokyo.

Gensokyo has a barrier, but even I know a barrier is not impassable. People can still come in such as Sanae, and while I'm not sure if she brought anything from the Outside world with her, she does bring Outside world ideas.

The Youkai needed someplace where humans still believe in them, and while Gensokyo is far behind us in technology, saying that introducing new things would deter belief in Youkai from happening is not true.

Except that control can go too far, which is why she brought up the Lunarians, as well. They are what happens if you try to shut EVERYTHING else out, and we've seen how well that ends up working out for them. Their society has basically remain unchanged since it began, and despite their supposed superiority to everyone else, they've had their asses kicked by supposedly inferior humans, been forced to evacuated by mere fairies, and had some of their people defect upon realizing how much the Moon sucks and that they enjoy living on Earth more.

They don't grow, change, or have even the slightest ability to adapt, and as a result their society has grown stagnant and begun to slowly bleed because some people have figured out there's something better out there and left them.

By contrast, Gensokyo has benefited more from allowing new things in than shutting them out completely. The Moriya bunch showing up is directly responsible for restoring some degree of relations between the surface and the underground,, as well as bringing in some relatively modern conveniences like electricity. The Buddhists, who the Moriya are also somewhat responsible for appearing, have given some youkai who were in danger of disappearing a new means of maintaining their existence, like with Kyouko. Raiko did something similar for her fellow tsukumogami, which was only possible by bringing in something from the outside.

Note, though, that the kappa use "youkai technology" which isn't exactly the same as stuff from Outside - most of their devices rely on supernatural principles to function, and are powered by water instead of electricity.

They ended up getting along really well with Kanako once they realized that she didn't just want to bring Outside World technology and modernization to Gensokyo, but to make technology "a gift from the gods". Though in HM Nitori expresses annoyance that this has led to people seeing her like a priest - it makes it seem like the kappa's gadgets are mere handouts from the gods rather than something they created through their own ingenuity and hard work, and like the kappa value blind obedience over new ideas.

The situation isnt that far fetched. It reminds me to those pasific tribes that worships Prince Charles or American GIs because the soldiers give them modern necessities "Cargo" such as food and clothing and medicine, when they landed and take shelter in their primitive villages during WWII. Even trying to rationally explain howd these items came from are proven to be hard as the mindset of the natives and the outsiders are ust so different.
