There are two fundamentally stupid things about Touhou powerlevels.

1. When a character can manipulate something, people tend to assume that she can manipulate everything about it. This is obviously a load of shit, Rumia has a great power but can't do much while Yuuka has a shit power and is amazing with it.
2. When characters fight, people tend to assume that it's a DBZ-style fight while it's actually a Discworld-style fight. Remember when some human chum in Hogfather had working plans for killing every big player on the Disc, up to and including Death? Remember how he nearly pulled off one such plan before getting wrecked by a schoolteacher with a fireplace poker? That kind of thing.

There is little meaning in powerlevels for a setting like Touhou, where anyone can defeat anyone else as long as the story elements fall in place for them to do it.

Flandre's power doesn't just destroy things, it inflicts physical stress to their weakpoint so that they shatter. Even setting aside that a star is a lot bigger and further away than a meteor, you can't shatter something that's not a solid object.
