I think she's a ghost rather than an oni for a few reasons

-The lower half of her body seems nebulous
-She's in Hell

Whilst she is one of the sages it's also implied she doesn't see eye to eye with Yukari even though they consider each other friends. Everything said seems to indicate Kasen thinks Yukari's idea of Gensokyo is warped and is completely different from her idea of utopia, Kasen is a idealist and Yukari is a realist, whilst Kasen was involved in the forming of Gensokyo, running the place all this time was left to Yukari who has been very underhanded.

It's kind of like a best friend buying you the present you always wanted but could never afford but then you discover that the money they used to buy it was from pushing drugs or stolen from a charity.

It pretty much explains that one chapter why Yukari looked stunned when Kasen reprimanded her since effectively one of her few closest friends just told her she's done a horrible job. Compare that to her other close friends, Suika is consistently so drunk she doesn't give a shit about anything and Yuyuko who would never dream of doing anything that'd upset Yukari.
