Using Twitter exclusively is pretty bad because your audience can't easily get to more of your work.
But since most Japanese artist are just hobbyists it's not a big deal to them. So that's why many of them post use twitter only and nothing else.
Most artists who are trying to make some money though usually have a website or link to site where all their work is easy to access.
From a professional artist's stand point twitter isn't great for posting art (shitty compression) but is great for communication and connecting to fans/potential fans.
I know of a few artists who have personal twitters and art only twitter where they don't post anything but their work and art related things.

Wasn't it because of the huge amount of western artists who started clogging up the site with their shit art, and then Pixiv changed some sort of terms of usage shit which was basically "if you post something here we can use it without your permission"? Something like that. Both of those things pissed off artists and I guess there wasn't some alternative site to use. I think some of them tried going to Deviantart but they have similar usage terms so that didn't go too well.

It fucking sucks that Twitter compresses images and Tumblr limits images to 1280 pixels wide. There's always making your own website but that costs money and people want shit that just works.

Any variation of this rumor that Pixiv is doing something negative due to western artist is untrue. The main user base of Pixiv is Japanese and will be for a long time. Quality of art isn't affected either because there were bad artist on the site before any foreigners started using it.
