Well, yeah. Usually those programs are IDEs, CAD tools, NLEs, Office software, etc. with hundreds of buttons and panes and toolbars, so you need to have them fullscreen to actually use them. Sometimes you find someone who works with 20 or 30 terminals tiled perfectly, or something.

My college faculty has computer rooms like this. They're old and in need of renovation, the people who use them tend to be loud and distracting and often not doing any proper work. I have to go to another faculty building to use their rooms because everyone there is quiet and it is peaceful. But, I think those types of open plan rooms do not make good offices unless the work being done requires constant communication with others.
