I have a question.

If I go to hug Okuu, would I get cancer from radiation? Does she have complete control over any nuclear radiation that might be seeping out of her? Is her very presence a nuclear hazard to all those around her?

Her right foot is the Elephants Foot from Chernobyl which is still radioactive enough to give a lethal dose after like 300 seconds of exposure. So you probably will get fucked up pretty badly since just 30 seconds of exposure results in dizziness and fatigue. Cancer is probably the least of your concerns if you get exposed to Okuu

well I browsed various wikis and they all said that her foot just represents it so actually I don't know. one of the wikis said that her giant cannon is the third leg and basically controls the other 2, so I imagine she would at least have control over the radiation being emitted????

I don't think there is any reason to believe she constantly emits ionizing radiation. She controls nuclear forces; she is not herself an ongoing fusion or fission reaction.

If she employs proton-proton fusion (which is likely, as this is occurs in stars and is highly efficient) then use of her powers doesn't result in ionizing radiation either, though it could potentially result in a brief but rather nasty neutron flux. Since Utsuho can apparently tone down her attacks to the point that they can be safely used in spell card duels, it's conceivable that she can contain or prevent this fallout.

I actually had a dream that I had eaten a cake prepared for me by Okuu... I became irradiated, I could feel the illness in my chest and knew that my hours were numbered, and Okuu was very sorry. I had already forgiven her before I started eating the cake, and we made one last hug before my departure. Maybe it was her plan to make me less sad to have woken up from the dream with her, because I was glad to live again.

Wouldn't the reaction also be producing a decent amount of Gamma rays along with the neutron flux?

Since even a 'clean' H1/H1 reaction would be producing that and it's unlikely that she'd be completely pure as you'll still get occasional an occasion deuterium atom mixing in or tritium that doesn't go completely to Helium.

Okuu lives in Chireiden and would be bringing harm to not only Satori, Koishi and Orin, who she loves very much, but an entire mansions full of animals if she was actually radioactive. Yet she still is allowed to live there. Not radioactive.

You're right, I was overlooking that. It's been a while since I actually looked at those reactions.

I was also assuming purely 'clean' reactions given that they are induced by what is essentially a divine miracle. If you instead assume that her power more closely emulates what naturally occurs in stars then it is significantly more hazardous. Unless, of course, her influence over nuclear forces allows her to mitigate this in some fashion, which is entirely possible.
