As you may know, the Nippon Housou Kyoukai, retained a virtual monopoly of all broadcasts before World War 2. It was owned by a wealthy zaibatsu that had close connections and cooperated with the Imperial family of Japan. However, at the end of the war, following the loss and humiliation of the Imperial family, zaibatsu were broken up, and NHK while remaining the official public broadcasting company, lost its monopoly rights.

This lead to the formation of the Nippon Hikikomori Kyoukai. The Nippon Housou Kyoukai, now the Nippon Hikikomori Kyoukai developed methods to control people under the supervision of the Imperial family. Since Japan was no longer allowed to have a standing army of its own, they attempted to develop Hikikomori with no social attachments.

Since training an army was nigh impossible, a model was constructed on the late Kamikaze fighters of World War II. Untrained, but dedicated Japanese men would sacrifice themselves for glorious Japan. This of course was impossible without new techniques, as the Imperial family had been humiliated and forced to renounce their divinity and sovereignty.

Contrary to popular belief, moe was created for another reason. The Nippon Hikikomori Kyoukai first focused on severing attachments to the real world and to other people, lessening the impact of their loss, and making them more willing to give up their lives. This is evident in various suicide attacks by hikikomori. Samurai films depicting self sacrifice, and other such dramas depicting selflessness were a popular medium in which to encourage people not only to die for their country, but also work for their country. This project was supported by both the Imperial family and the new Japanese government at first.

However, as the Nippon Hikikomori Kyoukai became more proficient, people started dying due to work related stress, and other people became even more reclusive, discouraging the earlier work ethic, and instead promoting laziness and reluctance to do anything. The creation of the NEET. This lead up to the economic stagnation in the 1980's. Soon the project lost support as the government became concerned over economic failure. The Imperial family soon saw the failures who would no longer sacrifice themselves but instead do nothing, tainting the pride of the Japanese race.

The project was soon dropped in favor of a new project. Area A.K.I.B.A. No one knows what Area A.K.I.B.A. stands for. It is known however that it is a project backed by the government, Imperial family, the former Nippon Hikikomori Kyoukai, and 5 of the former largest zaibatsu. It was a threefold pan specifically to deal with the NEET phenomena.

It quarantined them in one area, known as Akihabara, limiting their interaction with productive members of society. It even makes recluses want to go out.
