Actually, it's mentioned that Saber could kill Sakura.

You need to VANQUISH her (aka no trace left), no matter the method, aka you need Anti-Army or Anti-Fortress attacks for total damage.
She has crappy defense, but as long a part of her exists, she can regenerate.

Also, since Sakura has a Physical body, you can initially maim her with conventional methods, before you try to completely destroy her.

Jeweled sword's output is much lower compared to these.
Excalibur or Ea would maim all the shadows all together. The shadows are mentioned to be on the same level as NPs, but they cannot compare to the varying power o normal ones (how much magic energy is concentrated too).

Heck, even something Like Bellerephon or Hurled Gae Bolg would be near fatal.
But whereas to Vanquish Sakura you need something of this level, she just needs to touch most Servants for it to be over.

But Rin with Unlimited shots does have the advantage against Sakura.

There was a time when he believed him. Then as he got oldered he stopped. But now in the underground of the Church he knew there were mongrelss.
"This is Kirel" the radio crackered. "You must fight the mongrels!"
So Gil gotted his eunma elish and blew up the wall.
"HE GOING TO KILL US" said the mongrels
"I will shoot at him" said the servant and he fired the noble phantasms. Gil enuma elished at him and tried to blew him up. But then the ceiling fell and they were trapped and not able to kill.
"No! I must kill the mongrels" he shouted
The radio said "No, Gil. You are the mongrels"
And then Gil was a worm.
