Japan have pretty clean streets. I live in Europe and can confirm that the Netherlands, England, France, Germany and southern European countries all have litter problems. Not in the way people think though. It was the first live televised Olympic games, and it happened when South Africa was barred from competing due to political pressure for them to end Apartheid. As an Atlanta resident, I can tell you that the MARTA acronym is true and MARTA is hemorrhaging money to the point where they've have to slash bus routes and train service outside of rush hour.
